Timing can affect whether health questions apply to a Medicare Supplement application. Here is how the main enrollment situations generally work — in plain English.

The windows that may apply to you
Medigap Open Enrollment Period
Generally the six-month period that starts the first month you are 65 or older and enrolled in Part B. During this window, carriers generally cannot use your health history to decline coverage or charge more, subject to applicable rules.
Initial eligibility
Your Medigap Open Enrollment is tied to your Part B effective date, not your birthday alone. If you delay Part B because of employer coverage, your Medigap window generally starts later.
Guaranteed Issue Rights
Certain events — such as losing employer or union coverage, a Medicare Advantage plan leaving your area, or moving out of a plan's service area — may give you a protected right to buy specific plan letters without health questions, usually within a limited time frame.
Trial rights
People who joined Medicare Advantage when first eligible, or who dropped a Medigap policy to try Medicare Advantage for the first time, may have a trial right to return to Medigap within the first 12 months, depending on circumstances.
Outside protected windows
